APPLICATIO was commissioned by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to support the CPDAE network ("Direct Access Entities through the Community of Practice for Direct Access Entities") in its organisational development. Together with the network, a "Charter of Governance" is to be developed and "Committee Guidelines" will be drafted and agreed upon as well as a strategic development framework and an action plan.
The Adaptation Fund (AF) and the Green Climate Fund (GCF) are the financing instruments of the United Nations Framework Convention on Climate Change (UNFCCC) and as such support developing countries in planning and implementing mitigation and adaptation measures. Both funds have been promoting Direct Access Modality as a best practice approach to enhance country ownership of climate projects and ensure that developing countries remain in the driving seat of climate finance.
The GCF and AF Secretariats have jointly agreed to support NIEs and DAEs to increase their effectiveness in accessing climate finance resources and develop and implement adaptation and mitigation projects and programs by providing an avenue for knowledge exchange, learning and experience sharing, collaboration and peer-to-peer support through the Community of Practice of Direct Access Entities (CPDAE).
